Gunner knocked before stepping inside PENELOPE LIVY's office, mindful to close the door behind him. Though everyone knew about the highly televised attack on the conference at Slateport, the case investigating the incident was highly confidential. [break][break]

"Hey, I noticed something strange as I was looking through information from the attack," he said to his boss. [break][break]

"We took a bunch of people and bodies into League custody, but I haven't been able to find any report on their exact numbers or identities. We're also getting phone calls from family members of conference attendees, asking why their loved ones haven't come home yet." [break][break]

His eyebrows knitted together, and the corners of his mouth curled into a confused frown. [break][break]

"Do you know what's going on with that, Penny?"

"Hm." She feigned biting her lip, meticulous in her facade. It wasn't enough to convince him of her ignorance - she needed it to be the only resolution. "is it just the victims, or the grunts too?"

It should've been both. Record of the event would've allowed any hacker the ability to digest the list of attendance, turning all results of those names null. Being precise would've been too risky. One misplaced name, and everything would become public.

"No one's calling about the grunts, of course," Gunner said, taken aback by Penelope's question but recovering quickly. "But there's no record of them, either—not even information on where they're being detained." [break][break]

That worried him the most, not the civilians; he was content to let the League government's PR department soothe their concerns. On the other hand, he had never been denied access to prisoners before. [break][break]

Penelope's suggestion of a cybersecurity breach gave Gunner pause. [break][break]

"No, we haven't yet," he said at length. "I wanted to rule out the possibility that I was looking in the wrong place, or that there had been some kind of miscommunication. I thought you might know more." [break][break]

After all, she had complete access to all the data in the Bureau.

The first part of Penelope's response felt like a patronizing reminder from a superior who knew better. Gunner's mouth pressed into a thin line, professionalism keeping his words behind the cage bars of his teeth. [break][break]

And even when she declared she would take point on the obstacle, relief did not lighten the weight on his shoulders. [break][break]

"Thank you. In the meantime, I can check for any breaches with our cybersecurity team." [break][break]

Still, something was amiss. He could feel it in his gut. [break][break]

"Who should I follow up with for the report, once you've sorted out the delay?" he asked, attempting to sound nonchalant. [break][break]

Within the HBIC, the National Security and Intelligence divisions had a veritable army of data analysts, desk-bound pencil-pushers who were, nevertheless, essential to the Bureau's operations. Gunner knew a few by name. [break][break]

Regardless of Penelope's answer, he could have some discreet conversations with them.
